Davao City Mayor Sebastian “Baste” Duterte was questioned by House private prosecutor Theodore “Ted” Te on Tuesday over the procurement process that led to GenCorp Industries Inc. being declared the single responsive bidder for a Davao City food and catering services contract.
During the 31st day of Vice President Sara Duterte’s impeachment trial, Baste confirmed that the procurement underwent public bidding and was posted through the Philippine Government Electronic Procurement System (PhilGEPS).
He also confirmed that the approved budget for the contract was ₱10.8 million, which he described as the ceiling that the city could spend for the procurement.
Te asked whether the budget came from public funds.
“Yes, sir,” Baste answered.
The mayor likewise agreed that competitive bidding was intended to encourage bidders to offer lower prices and provide savings for the government. He also confirmed that there could be instances when only one bidder participated in a public bidding process.
Te then presented the bid documents covering meals consisting of rice, fried chicken and 500-milliliter bottled water, with the procurement covering meals for up to 60,000 people.
The prosecutor later presented Resolution No. 11061, Series of 2025, which declared GenCorp Industries as the single calculated responsive bidder and recommended the award of the contract to the company.
The questioning focused on how GenCorp secured the contract and the circumstances surrounding its participation as the lone responsive bidder.
