A bank witness on Wednesday declined to say whether large withdrawals from the Office of the Vice President (OVP) were reported under the Anti-Money Laundering Act (AMLA), citing confidentiality rules, as the impeachment trial of Vice President Sara Duterte entered its 10th day on Wednesday, July 29.

The refusal came as senator-judge Bam Aquino questioned former Land Bank branch manager Violeta Constantino on the reporting of the sizable OVP transactions she earlier described as “unusual,” pressing whether such withdrawals had been flagged to authorities.

“May we invoke the AMLA rule that we are not allowed to disclose any information regarding reporting,” she told the impeachment court.

Aquino pressed further, asking whether government transactions fall under AMLA coverage.

Constantino said the Anti-Money Laundering Council (AMLC) would be the proper body to answer definitively, but added that there are no exemptions.

“Wala naman exemptions doon,” she said.

Aquino then clarified asking, “So, sakop sya?” to which Constantino replied, “Sakop po.”

Asked if transactions exceeding ₱500,000—whether private or government—are reported under AMLA, Constantino responded: “Supposedly.”

Later in the proceedings, Senator-judge Francis “Kiko” Pangilinan noted that while the witness is bound by AMLA confidentiality rules, the prosecution takes exception to the restriction.

He said the impeachment court is expected to address the issue under a separate article of impeachment.

The exchange forms part of the prosecution’s effort to scrutinize financial transactions linked to the OVP, including large cash withdrawals flagged during testimony as irregular in size.
