Lawyer Levito Baligod, on February 26, filed a referral complaint before the Office of the Ombudsman, seeking an investigation into allegations by the 18 former Marines and soldiers who claimed they acted as “bagmen” and security aides in the delivery of ₱805 billion in cash to more than 30 government officials and politicians.

The complaint is anchored on a consolidated 36-page affidavit executed by the 18 former uniformed personnel, who said they previously worked for former Ako Bicol Partylist Rep. Zaldy Co. In their sworn statements, the complainants alleged that they transported money in paper bags, expandable envelopes, and suitcases, delivering them to residences, offices, and other designated locations.

Baligod urged the Ombudsman to probe possible violations of the Anti-Graft and Corrupt Practices Act and Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees. The affidavit claims that at least seven senators and over 20 current or former congressmen were among the alleged recipients.

The sworn statements also mentioned deliveries allegedly made to the residence of President Bongbong Marcos and First Lady Liza Araneta-Marcos. The name of Ombudsman Boying Remulla was likewise cited, with claims that a meeting related to the International Criminal Court (ICC) was funded at his residence.

As of writing, the Office of the Ombudsman is expected to issue an official statement through a press conference anytime today. Malacañang and the individuals named in the affidavit have yet to release their respective responses.
