House lead prosecutor Gerville Luistro admitted that Article 2 of the Articles of Impeachment against Vice President Sara Duterte is the most difficult to present among the four charges.

Luistro said that while all four articles are equally important and supported by strong evidence, Article 2—which involves allegations of unexplained wealth—is more challenging because of its technical nature and the burden of presenting evidence.

“I would say all of them are equally important, equally strong. Siguro ang distinction is on the burden of presenting the evidence,” Luistro told reporters on Tuesday.

She noted that presenting evidence related to alleged unexplained wealth could be difficult and voluminous.

“The difference that I acknowledge, yung hirap ng pag-present, yung pinakamahirap siguro sa lahat. At very technical ito,” she added.

Luistro explained that while discussions on confidential funds focus on allegations of misuse, misappropriation, and irregular liquidation, Article 2 shifts the focus to allegations involving the accumulation of unexplained wealth, non-disclosure, and non-divestment.

“In all questions about confidential funds, we always have to go back to the allegations. What are our allegations? Misuse, misappropriation, irregular liquidation. Ngayon, papunta tayo ng unexplained wealth,” Luistro said.

The lawmaker also said the House prosecution panel is expected to present its first witness for Article 2 next week.

Article 2 is among the four Articles of Impeachment being presented by House prosecutors in the impeachment proceedings against Duterte.
