A court has issued an arrest warrant against former Philippine Charity Sweepstakes Office (PCSO) General Manager and retired PLtCol. Royina Garma over the murder of a PCSO board member, the Philippine National Police (PNP) confirmed on Monday.

According to PNP Public Information Chief PBGen. Randulf Tuaño, the Mandaluyong Regional Trial Court (RTC) Branch 279, issued the no-bail warrant of arrest on September 13 for murder and frustrated murder, reported RH 52 Edniel Parrosa.

The warrant stems from Wesley Barayuga’s death and the shooting of his driver, who survived, in 2020.

Acting PNP Chief Melencio Nartatez Jr. did not form tracker teams despite Garma’s departure since arriving from America, Tuaño said.

“‘Di po tayo magce-create ng tracker group o special group sapagkat nananatili nagkaroon tayong task group manhunt. Ito’y kasalukuyang parte ng anti-criminality call ng ating Chief PNP si General Nartatez, as part ng enhanced (unclear) police operations,” Tuaño told reporters in a press briefing at Camp Crame.

Earlier, Department of Justice (DOJ) Secretary Jesus Crispin Remulla announced that Garma had flown to Malaysia as a tourist this past month to meet with officials from the International Criminal Court (ICC).

The warrant was released a few weeks after Garma was confirmed to have agreed to testify against former President Rodrigo Duterte in connection with his War on Drugs.

Warrants have also been sent out for four others, namely former National Police Commission (NAPOLCOM) Commissioner Edilberto dela Cruz Leonardo; Jeremy Zapata Causapin, also known as “Toks;” active police officer Santie Fuentes Mendoza; and Nelson Enriquez Mariano.

Barayuga was slain in Mandaluyong City in July of 2020, while his driver was left injured.
