The Department of Public Works and Highways (DPWH) is preparing to submit a comprehensive list of all flood control projects to President Ferdinand “Bongbong” Marcos Jr., following his recent directive to the agency.

In the aftermath of the southwest monsoon and multiple typhoons in recent weeks, President Marcos instructed the DPWH to compile a database of all completed and ongoing flood control projects in the country over the past three years of his administration.

“First, the DPWH will immediately submit to me a list of all flood control projects from every region that were started or completed in the last three years," Marcos said in his SONA speech.

In an interview with DPWH Secretary Manuel Bonoan on DZRH's Balansyado program on July 30, he mentioned that the agency is currently preparing to fulfill the President’s directive, compiling data from the start to the completion of each project.

“We were hoping that we can submit the list towards the end of the week. Mayroon naman kaming database. From the start of the project until completion, mayroon kaming database nito.” Bonoan said during the interview with DZRH.

According to the DPWH, the agency has completed over 9,800 flood control projects, while an additional 5,700 are still ongoing.

Bonoan noted that the department is also addressing various issues and inconsistencies that require auditing. They are currently reviewing flood control projects from previous administrations to assess their current status—whether they are still functional or have deteriorated.

He emphasized that even after listing all essential projects in each district and region, members of Congress continue to propose their own "priority projects," including those related to flood control.

“Ang hindi natin maaalis na ang ating mga congressman, mayroon din silang priority projects. Sa prosesong ito, pinag-uusapan pa kung talaga bang kailangan. Kung nakikita namin na talagang kailangan ang proyekto, nilalagay din namin sa National Expenditure Program. Magkakaroon din ito ng consultation sa Provincial, City, at Regional Development Council bago namin mailagay sa National Expenditure Program.” he said.

“Napapansin namin for the last 3 years, maraming mga bagong proyektong naidadagdag after the bicameral conference. Pero ito na ang resulta ng General Appropriations Act. Ito na po ang batas na naglalaan ng lahat ng gagawin namin,” he added.

When asked about contractors managing these projects, which President Marcos referred to as “kasabwat” of project implementers, Bonoan responded, “Sa totoo lang, marami kaming naba-blacklist na contractor.”

To recap, President Marcos also stated in his SONA that the list of flood control projects will be made public, and any individual found to have mishandled these projects will face legal consequences.
