

The Bureau of Immigration (BI) has arrested a Chinese man in Panglao, Bohol for allegedly posing as a Filipino, following the case of dismissed Bamban, Tarlac Mayor Alice Guo.
In a press release, the BI apprehended the 48-year-old Chinese in Panglao on February 17.
According to BI records, the suspect last entered the Philippines in 2018 under a Special Resident Retiree’s Visa (SRRV). He has remained in the country since then and has not departed.
Authorities said the Chinese national was allegedly operating several businesses in Panglao using Filipino “dummies,” or individuals listed as nominal owners to circumvent foreign ownership restrictions.
The BI also reported that the suspect was in possession of a professional driver’s license in which he declared his nationality as Filipino.
“While he has no active derogatory record in the BI database, verification with the LTO confirmed that he holds a professional driver’s license valid until February 2032 indicating Filipino citizenship — a representation that directly contradicts his immigration status,” the bureau said.
The Chinese man is currently detained at the BI holding facility and is facing deportation charges. Investigation is ongoing as legal proceedings continue.
