Financial forensic analyst Alexander “Alex” Cabrera clarified Monday that his report identifying ₱817.87 million in alleged unexplained wealth belonging to Vice President Sara Duterte reflected the results of his examination of available documents, as he faced cross-examination during the 38th day of her impeachment trial.

During the cross-examination by defense counsel Kristine Ferrer, Cabrera affirmed that his Oct. 2, 2026, forensic report concluded that Duterte had ₱817.8 million in unexplained wealth.

“That is your allegation in your forensic report?” Ferrer asked.

“That is the results of my review. 'Yung allegations po ay walang basehan ang ibig sabihin,” Cabrera replied, saying the figure represented the results of his review and clarifying his use of the term “allegations.”

Ferrer also asked Cabrera whether he had concluded that Duterte committed constitutional violations year after year because of her supposed unexplained wealth. Cabrera answered in the affirmative.

In his report, Cabrera said Duterte’s Statements of Assets, Liabilities and Net Worth (SALN) for 2022, 2023, 2024 and 2025 were untruthful, claiming that substantial assets belonging to the vice president and her spouse were not reported.

He also alleged that Duterte continued participating in various businesses during her vice presidency.

Cabrera said the ₱817.87 million in unexplained wealth was based only on the limited documents he examined, excluding documents in the possession of Duterte and her spouse.

The report further concluded that the alleged violations from 2022 to 2025 established a pattern of constitutional violations year after year.

Cabrera also cited other laws that he said were violated or may have been violated, including the National Internal Revenue Code, Republic Act 1379 on unexplained wealth, RA 6713 on ethical standards for public officials and employees, and RA 3019, the Anti-Graft and Corrupt Practices Act.

He also referenced RA 12009, the New Government Procurement Act, as well as Securities and Regulation Code rules and Commission on Audit rules.
