The northeast monsoon, or Amihan, is expected to bring cloudy skies and light rains over parts of Northern and Central Luzon on Tuesday, November 3, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

In its 4 a.m. weather bulletin, PAGASA said the Ilocos Region, Cordillera Administrative Region (CAR), and Cagayan Valley will experience partly cloudy to cloudy skies with isolated light rains due to the northeast monsoon.

Meanwhile, Metro Manila and the rest of the country will have partly cloudy to cloudy skies, with isolated rain showers or thunderstorms caused by localized thunderstorms.

PAGASA warned that flash floods or landslides may occur during severe thunderstorms.

The rest of the country will experience light to moderate winds from the northeast to east, with slight to moderate coastal waters ranging from 0.6 to 2.1 meters.

Meanwhile, PAGASA reported that Severe Tropical Storm In-fa (international name) was being monitored outside the Philippine Area of Responsibility (PAR) as of 3 a.m.
