Vice President Sara Duterte’s alleged former ‘bagman’ told lawmakers on Tuesday that P125 million in confidential funds from the Office of the Vice President (OVP) in 2022 was fully disbursed in less than 24 hours, contradicting earlier reports that the funds were used over 11 days.

Ramil Madriaga made the statement on Tuesday, during a hearing of the House Committee on Justice as part of impeachment proceedings against Duterte. He said he personally delivered the funds to several individuals within approximately 18 hours.

“A few years later, I read from several media reports that the One Hundred Twenty-Five Million Pesos OVP confidential funds in 2022 were reportedly utilized in just 11 days. This is wrong because I personally disposed the money in less than 24 hours,” Madriaga said in his affidavit.

Madriaga testified that the money was handed out discreetly, using pre-arranged parking areas, parked vehicles and limited contact with recipients to avoid attention.

Among those he named as recipients were former Ombudsman Samuel Martires and Assistant Special Prosecutor Ryan Rey Quilala, allegedly upon the directive of Duterte when she was still mayor of Davao City.

He also agreed to sign a bank waiver to allow authorities to examine his financial records, following a recommendation by Bicol Saro Party-list representative Terry Ridon.

Madriaga further claimed that his bank accounts had been used to receive deposits from both Duterte and former President Rodrigo Duterte, which were allegedly intended for distribution to certain individuals.

The OVP has yet to issue an immediate response to the allegations as of writing.
