The Department of Justice (DOJ) has requested and secured the transfer of former Department of Public Works and Highways (DPWH) Bulacan 1st District Engineer Henry Alcantara to its custody under the Witness Protection Program (WPP).
According to DOJ spokesperson Polo Martinez, the transfer was carried out following Alcantara’s formal admission to the Witness Protection Program (WPP) on December 5, 2025, in accordance with Republic Act No. 6981, or the Witness Protection, Security and Benefit Act.
“Good afternoon. We confirm that the custody of Henry Alcantara will be transferred to the WPP today. At this juncture, only the WPP is privy to the exact location he will be transferred,” Martinez said.
In a formal letter dated January 21, 2026, Justice Secretary Atty. Frederick Vida wrote to Senate President Vicente Sotto III, with a copy furnished to Sen. Panfilo ‘Ping’ Lacson, chairperson of the Senate Blue Ribbon Committee.
"In accordance with the Regular Admission of Engr. Henry C. Alcantara to the Witness Protection Security and Benefit Program (WPSBP) on 05 December 2025, the Department of Justice hereby requests the immediate transfer of the custody of Engr. Alcantara to the Department of Justice," the letter reads.
The DOJ further assured the Senate that Alcantara will fully cooperate with any investigation and will appear before the Senate Blue Ribbon Committee should his presence be required.
As of 12:51 p.m., personnel from the DOJ Witness Protection Program had already fetched Alcantara from the Senate detention facility, completing the transfer of custody.
