

The province of Albay was placed under a state of calamity due to the alarming increase in dengue cases and dengue-related deaths.
On Thursday, September 10, the Sangguniang Panlalawigan approved Provincial Resolution No. 089-2026, declaring a state of calamity in the province until lifted, and authorizing the implementation of appropriate emergency and response measures. The resolution was filed by Board Member Milgaros B. Bal.
Based on the latest disease surveillance data submitted to the provincial government, Albay Provincial Health Office-Provincial Epidemiology and Surveillance (APHO-PESU) recorded a total of 1,785 dengue cases and 14 deaths from January 1 to September 8, 2026.
Legazpi recorded the highest number of cases with 378, followed by Bacacay with 254 and Daraga with 188.
In the First District, the following numbers were recorded:
- Tabaco City, 158 cases
- Malilipot, 130 cases
- Tiwi, 54 cases
- Sto. Domingo, 48 cases
- Malinao, 24 cases
The following numbers were recorded in the second district:
- Manito, 86 cases
- Camalig, 80 cases
- Rapu-Rapu, 25 cases
Meanwhile, in the third district, the following cases were recorded:
- Ligao City, 102 cases
- Libon, 78 cases
- Pio Duran, 60 cases
- Polangui, 53 cases
- Oas, 34 cases
- Guinobatan, 28 cases
- Jovellar, 5 cases
“The cumulative total includes 14 dengue-related deaths, with five recorded in Legazpi City, two each in Daraga, Manito, and Sto. Domingo, and one each in Malilipot, Camalig, and Tiwi,” the Albay Provincial Information Office said.
The continued increase in dengue patients placed significant pressure on hospitals, healthcare facilities, medical workers, and public resources across the province, the Albay PIO said.
Under the resolution, the Provincial Disaster Risk Reduction and Management Office (PDRRMO), Provincial Health Office (PHO), Provincial Social Welfare and Development Office (PSWDO), Provincial Veterinary Office, and the Provincial Information Office are directed to coordinate with cities, municipalities, barangays, national government agencies and private-sector organizations. It also authorizes the provincial government to utilize and allocate necessary funds and emergency resources to ensure a swift and effective response to the dengue outbreak.
Among the measures to be implemented are disease surveillance and monitoring, vector-control and cleaning operations, emergency procurement and resource mobilization, and information dissemination campaigns.
The state of calamity will remain in effect until it is officially lifted by the Sangguniang Panlalawigan based on the assessment and recommendation of the PDRRMC and the Department of Health (DOH).
