

The Armed Forces of the Philippines (AFP) clarified on Wednesday that findings by the Commission on Audit (COA) regarding unliquidated cash advances and unauthorized bank accounts do not constitute proof of corruption.
AFP spokesperson Col. Francel Margareth Padilla said in a briefing at Camp Aguinaldo that COA’s report, which flagged over ₱201 million in unliquidated cash advances and more than ₱72 million deposited in unauthorized bank accounts in 2024, reflects procedural issues rather than illicit activity.
Padilla added that the AFP is taking corrective measures, including withholding salaries of officers involved and pursuing administrative remedies to recover unliquidated obligations. The military is also taking steps to reclaim public funds from former personnel held accountable.
Regarding the unauthorized bank accounts, the AFP confirmed that these have already been closed, including accounts linked to the PCSO endowment fund, the Presidential Security Command, and the Western Security Command. The AFP reiterated its commitment to transparency and proper financial management.
