

The Armed Forces of the Philippines (AFP) highlighted its readiness to provide proposals for any future initiatives following the scheduled end of the current Modernization Program in 2027.
During a press briefing at Malacañang on Wednesday, AFP Deputy Chief of Staff Lieutenant General Rommel Roldan said the agency is aware of the program’s upcoming expiration. However, he noted that any new initiatives must follow proper processes.
"Sa gawi po ng AFP, kami po ay handa, nagbibigay po kami ng technical advice sa Department of National Defense at iba pang kagawaran ng ehekutibo at lehislatura dahil kailangan po ito ng batas," said Roldan.
"Rest assured po, the Armed Forces is always ready with our proposals ng ano mang susunod na AFP Modernization Program," he added.
When asked by the media whether the AFP’s efforts are sufficient to encourage Congress to expedite a new modernization law amid regional security threats, Roldan said that the current laws crafted by legislators have been effective.
Under the AFP’s 2026 funding, the General Appropriations Act allocates ₱40 billion in capital outlays for modernization, with an additional ₱50 billion in unprogrammed funds.
Recent milestones of the AFP include the delivery of two 3,200-ton guided-missile frigates — BRP Miguel Malvar and BRP Diego Silang — as well as additional S-70i Black Hawk helicopters in 2025.
As the current program approaches its 2027 expiration, legislative leaders are urging the passage of a successor modernization law to ensure continuity beyond 2027.
