

Following a series of protests organized by various groups calling out the government for corruption and alleged anomalies in the Department of Public Works and Highways (DPWH), a political analyst says that changing institutions would require fixing the system first.
“After yung gusto niyo mangyari, eh ano ngayon? Parang yung EDSA ‘yan eh, pinalitan niyo lang si [dating Pangulong] Marcos [Sr.] ng kay Cory. You just replace one oligarch with another oligarch,” Political Analyst and Professor Clarita Carlos said during an exclusive interview at DZRH’s Magandang Umaga Pilipinas on Tuesday, November 18.
“Because institutions will limit behavior, will change behavior. Kung gusto mong palitan [ang mga opisyal na nakaupo], palitan mo yung institution. Kaya nga revising the 1987 Constitution is the way to go,” she added.
Carlos explained that with the series of protests, some groups have differing agendas and goals. Despite this, she said that real change will not happen with street protests or identifying who has the loudest scream or the largest number of protesters.
“Kasi hindi naman pwedeng gagawin natin yung pagbabago sa kalye o kung sino ang pinakamalakas sumigaw o pinakamaraming tao na magpulong. Asan na yung rule of law na sinasabi natin, wala bang ibig sabihin yon?” she questioned.
“Kung gusto niyo i-oust siya [President Ferdinand Marcos Jr.], i-oust niyo siya [base] doon sa sinasabi ng Constitution,” she added.
Although Carlos expressed her satisfaction with the public’s efforts to fight against graft and corruption, she reminded people not to rush the process. According to her, the Supreme Court’s requirements are “very, very strict” and should not be rushed, stating,” Mamaya binurara nanaman natin ‘yan, talo tayo sa Korte.”
