5 senators urge Dela Rosa to surrender amid ICC warrant

Five senators have filed a resolution urging Sen. Ronald “Bato” dela Rosa to voluntarily surrender to proper authorities and pursue legal remedies in accordance with the Constitution, following the issuance of a warrant of arrest by the International Criminal Court (ICC).

Senate Resolution No. 395, filed by Sens. Francis “Kiko” Pangilinan, Vicente “Tito” Sotto III, Panfilo Lacson, Risa Hontiveros, and Bam Aquino, states that the Senate has no authority to grant immunity, sanctuary, or protective custody beyond what is provided under the Constitution.

The senators stressed that legislative privilege from arrest applies only to limited offenses during session and does not cover serious charges or international legal proceedings.

They also cited past cases involving former senators who faced judicial processes despite holding office.

The resolution comes as Dela Rosa remains under Senate protective custody while facing the ICC warrant, which is linked to his role as former Philippine National Police chief during the Duterte administration’s anti-drug campaign.
