The operation was conducted by the NBI Special Action Unit (NBI-SAU) following a complaint and request for assistance from Destiny Rescue Pilipinas Inc.
According to the agent handling the case, the two individuals apprehended were both 14 years old and currently in high school. They were identified as children in conflict with the law (CICL).
Investigators said the youngest among the rescued victims was only 13 years old. Two of the 12 victims were male.
Authorities said the victims were allegedly aware from the beginning that they would be offered to customers in exchange for P3,500 each.
The NBI said the suspects allegedly used social media to advertise the victims by uploading their photographs online, allowing customers to choose among them.
Investigators believe that peer pressure, family problems, and financial difficulties may have pushed the minors into the illegal activity.
Under the Juvenile Justice and Welfare Act, the two minors cannot be criminally charged. They were turned over to the Quezon City Social Welfare and Development Office for counseling and intervention.
However, the NBI is looking into the possible liability of the parents of the two minors under Republic Act No. 7610, or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act.
Authorities also noted that the suspects and victims may have been friends or belonged to the same social circle.
The NBI has launched a deeper investigation to determine whether a larger syndicate or other individuals were involved in the human trafficking operation.
