11 NCRPO policemen sacked over kidnapping case — NAPOLCOM

The National Police Commission (NAPOLCOM) dismissed 11 regional drug enforcement unit police officers of the NCR Police Office (NCRPO) from service over their involvement in a kidnapping case, according to a Friday report.

RH 5 Val Gonzales reported that, based on a decision released by the NAPOLCOM, the officers were proven culpable of two counts of grave misconduct and two counts of conduct unbecoming of a police officer.

Among those removed from their posts are as listed, along with nine others:

  • PLtCol. Ryan Jay Orapa

  • PMaj. Mark Philip Almedilla

The case stems from a complaint filed by Milagros Estacio and Elizabeth Sotto on September 3 last year, alleging that their children were kidnapped in separate incidents in March 2021.

NAPOLCOM disclosed that the said officers took the children under the guise of anti-illegal drugs operations.

According to the commission’s records, the crime was committed while the officers were active members of the police force, abusing their authority.

Given the gravity of their offenses, the officers also face additional disciplinary actions, in line with existing rules.

“Kapag ang pulis mismo ang lumalabag sa batas at umaabuso sa kapangyarihan, mas mabigat ang pananagutan,” said NAPOLCOM Commissioner Ralph Calinisan.

Calinisan added that the commission will not permit any officer to use their power to threaten, prey on, or take advantage of their countrymen.
